Bill 765, which the Oregon Legislature passed to allow this technology.

The Oregon Secretary of State has established strict regulations for RON technology

IMPORTANT: Not every Oregon notary can perform RON. It requires:

1. Being a commissioned Oregon notary public

4. Receiving official authorization before performing any RON

According to the Oregon Notary Guide, you should NEVER assist a signer who cannot

meet the identity verification standards in finding an "alternate" way to verify their

identity. The security protocols exist for a reason.

What You CANNOT Use for RON

The Oregon Secretary of State is very clear about this:

If it can be notarized traditionally, it can be notarized via RON.

What CANNOT Be Notarized via RON (Same as Traditional)

The limitations are the same as traditional notarization:

❌ Documents where the notary is named or has beneficial interest

❌ Documents for the notary's spouse

❌ Blank or incomplete documents

❌ Oregon vital records (birth/death certificates, marriage licenses, divorce decrees)

❌ Photographs (but statements about photographs can be notarized)

❌ Documents the notary cannot read (foreign language documents)

These restrictions exist whether you're doing RON or traditional in-person notarization.

Special Considerations for RON

--------------------------------------------------------------------------------

APOSTILLES AND RON:

Here's something important to know: If you need an apostille for international use,

and the document was notarized via RON, you'll need an extra step.

The Oregon Secretary of State cannot attach an apostille to an electronic document.

Apostilles must be attached to physical documents.

SOLUTION:

1. We complete the RON notarization (document is electronic)

2. We print out the notarized electronic document

3. I certify that the printout is a true copy of the electronic original

4. I complete a special certificate indicating it was notarized via RON

5. Then we submit for apostille

This adds one step but is completely doable. The Notaryous LLC handles this process

regularly for clients teaching abroad, getting married overseas, or doing international

REAL ESTATE CLOSINGS:

Some title companies and lenders accept RON for real estate closings, others don't.

Always check with your lender first.

Many real estate professionals still prefer traditional in-person loan signings because:
